The expert commented on the division of the Ministry of education into two ministries

The division of the Ministry of education and science into two separate ministries in charge of education and science, is quite a logical step and is in line with global practices, professionalize the public administration in this area and focus more on school infrastructure, says the head of the Center for economic and political reform Nikolay Mironov.
According to the decree of the President of the Russian Federation, the Ministry of education is divided into two separate ministries: the Ministry of education and Ministry of science and higher education. Also Vladimir Putin has abolished the Federal Agency for scientific organizations (FANO), transferring its functions to the new Ministry of science and higher education.
“Indeed, it seems quite logical division of the Ministry of science and education into two parts because it was impossible to create such a great svarkomplekt”, — told RIA Novosti Mironov, noting that initially in the purview of the Ministry of education included two different areas: General education along with higher education and science.
“Even higher education and science is, in fact, different areas, but they are still closer to each other. Therefore, the creation of the Ministry of education or Ministry of General education, as it is in different countries is called, is the norm, and in other countries,” the expert added.
According to him, the separation of the functions “enable specialized state management, more focus on school infrastructure, especially in the may decree is for this reason a number of instructions”.
“The abolition of FANO is also absolutely logical, it was an artificial entity, which was ad hoc, as they say in Latin, that is, to solve a specific problem — then it was the reform of the RAS, which has caused many issues in society and in the scientific community,” recalled Mironov, noting that the necessity of the existence of such structures is no more.
“These functions can be performed, on the one hand, the Ministry of science, on the other hand, the structure of RAS. Therefore, this transformation can only be welcomed”, — concluded the analyst.
