SOCHI, may 15. /TASS/. Russian President Vladimir Putin approved the new structure of the Federal bodies of power in Russia. She has not undergone major changes; we are talking about optimization.
Among the key changes: the division of the Ministry of education the Ministry of education and Ministry of science and higher education, renaming the Ministry of communications in the Ministry digital development, communications and mass communications, the transmission of trade missions from the Ministry of economic development, the Ministry of industry, the abolition of the state Commission on coordination of open government, as well as an increase in the number of Deputy Prime Ministers from nine to ten.
At the meeting with the President of the Russian Federation on Tuesday in Sochi, Prime Minister Dmitry Medvedev, presenting the draft decree, explained the lack of a principled, large-scale changes that “the current structure of the government has proved its efficiency”. Meanwhile, he noted that the document “has a number of important proposals aimed at optimization of the existing system of Executive authorities”.
Questions of science and education
The first idea he called “division of the Ministry of education [and science] into two separate authorities, which will deal with issues of education.” “Namely, the Ministry of education, the competence of which includes matters of General educational activities, that is, schools and institutions of secondary special education; the Ministry of science and higher education, whose competence would include issues of scientific institutions and the General development of science in the country as a whole and, accordingly, the activities of universities, higher education institutions,” – said Medvedev.
According to him, this decision “will allow us to better concentrate our efforts on the development of one education system and another system of education.” “Accordingly, in this case, the Agency of research institutions (FANO), which dealt with issues of the Academy of Sciences, will be included in the structure of the Ministry of science and higher education,” – said the Prime Minister. In turn, Rosobrnadzor, who was previously administered by the Ministry of education and science of the Russian Federation, goes directly to the government. The Agency will continue to implement supervision in the sphere of secondary and higher education, Medvedev said.
According to the presidential decree, the Russian government will directly implement the work of the Federal Agency for youth Affairs (Rosmolodezh), which also was administered by the Ministry of education.
Digital development
Important change Medvedev called also the transformation of the Ministry of communications to the Ministry of digital development. According to him, this is due to the task of implementing “a digital agenda, which deals with the whole world, and which is absolutely relevant in our country,” mentioned in the Message of President RF to the Federal Assembly on March 1, and in the new the may presidential decree.
