Putin signed a law toughening punishment for terrorist recruitment
Russian President Vladimir Putin signed amendments to the criminal code, which tightens punishment for terrorist recruitment up to life in prison. The corresponding document was published on the official portal of legal information.
So, recruitment or other involving of the person in the Commission of at least one of the crimes stipulated by articles 205 “act of terrorism”, 205.3 “training in order to carry out terrorist activities”, 205.4 “organization of a terrorist community and participation in it,” 205.5 “Organization of activities of a terrorist organization and participation in the activities of an organization”, the third and fourth parts of article 206 “Capture of the hostage”, the fourth part of article 211 211 “stealing of a vessel air or water transport or railway rolling stock” of the criminal code, as well as the arming or training of persons to commit at least one of the specified offences shall be punishable by deprivation of liberty for a term from 8 to 15 years with a fine in the amount from 300 thousand to 700 thousand rubles or the salary or other income of the convicted person for a period of 2 to 4 years, or without such or by life imprisonment.
In addition, recruiting or other involvement of the person in committing one of the crimes under article 205.2 “Public calls to terrorist activity or public justification of terrorism”, the first and second parts of article 206 “Capture of the hostage”, parts one—three of article 211 “stealing of a vessel air or water transport or railway rolling stock”, articles 220 “Illegal handling of nuclear materials or radioactive substances”, 221 “Theft or extortion of nuclear materials or radioactive substances”, 277 “the Encroachment on life state or the public figure”, 278 “Violent capture power or violent deduction of the power”, 279 “Armed rebellion” and 360 “the Attack on persons or establishment which use the international protection” of the criminal code, and weapons or the training of persons to commit at least one of the specified offences shall be punishable by deprivation of liberty for a term from 5 to 15 tapes with a fine in the amount up to 500 thousand rubles or the salary or other income condemned for the period till 3 years or without such.
For committing these crimes with use of official position the law provides the punishment of deprivation of liberty for a term from 10 to 20 years with a fine in the amount from 500 thousand to 1 million rubles or in amount of wages or other income of the convicted person for a period of 3 to 5 years or without such, or imprisonment for life.
The Federal law also introduces the concept of “propaganda of terrorism”: “In this article, the advocacy of terrorism is understood as the dissemination of materials and (or) information aimed at the formation face of the ideology of terrorism, belief in its attractiveness or representations about the permissibility of carrying out terrorist activities”. For it introduces a penalty of a fine in the amount from 100 thousand to 500 thousand roubles or in the amount of wages or other income of the convicted person for a period up to three years or deprivation of liberty for a term from 2 to 5 years.
