The newspaper learned about allowing HIV-positive to adopt children

Russians with HIV infection will be allowed to adopt or take custody of the children. The relevant paragraph is contained in the action plan for implementation of the state strategy for combating the spread of HIV, signed by the Prime Minister of Russia Dmitry Medvedev, reports “Kommersant”.

“The document stipulates that HIV-infected will be allowed to adopt children. First, it is possible if the person adopts therapy. In addition, there are children-persons with HIV infection. Why HIV cannot adopt such a child?” — said a source familiar with the discussion document.

It is planned to amend the acts regulating the issues of HIV prevention, control its spread, and net positive. They can be adopted not later than the second quarter of 2018.

The document also spelled out the responsibility for HIV dissidence. By the third quarter of 2018 it is planned to develop a bill prohibiting the dissemination of information calling for refusal of medical examination to detect and treat HIV.

According to the newspaper, the plan was signed on 20 April, however it is planned to publish only 2 may. The health Ministry refused to comment on the document before its official publication.

As reported by “Izvestia”, the implementation plan for the strategy also provides for enhanced information to citizens on issues of HIV and HIV prevention; ensuring an integrated approach in the provision of medical care to infected people; development and introduction of technologies of social adaptation and rehabilitation of HIV-positive and a number of other measures.

In November 2016, the Minister of health Veronika Skvortsova said that in 10 Russian regions, there is a critical incidence of HIV. According to her, the virus spread across the country unevenly: the performance is directly dependent on the activity of drug trafficking. In October 2015, she argued that the HIV epidemic could spiral out of control by 2020, if the coverage of treatment of people with the disease will not increase.

HIV denialists deny that the human immunodeficiency virus is an infectious agent of HIV infection. Some of the members of the movement deny the existence and allocation of HIV and AIDS recognize the different factors of noninfectious nature.
