United Russia withdrew a bill to expand the powers of the police

The Chairman of the Duma Committee on security and combating corruption Vasily Piskarev and his first Deputy, Ernest Valeev withdrew their tabled a bill to expand the powers of the police, in particular, allowed to open fire on the crowd. This Piskarev said Wednesday, April 12, reports TASS.

The document was sent for further discussion to the faction and the expert Council of “United Russia”, said the politician.

Earlier Wednesday, Vice-speaker of the Duma, Secretary of General Council of United Russia Sergei Neverov said that the party will not support this legislative initiative as it was introduced in the lower house of Parliament without a proper discussion. He stressed that the draft laws affecting the interests of a large number of citizens, should be worked out properly.

On the same day the press Secretary of the President of Russia Dmitry Peskov, answering the question of journalists, said it was difficult to comment on the initiative.

United Russia Piskarev and Valeev has submitted to the Duma a bill providing for the amendment of the Federal law “On police”, April 11.

In particular, it gives the police the right to use firearms in the crowd to prevent a terrorist attack and reflections group attack on the authorities. The document mentions that to shoot not in people with disabilities, “women with visible signs of pregnancy” and minor, “except cases of rendering by the specified persons of armed resistance”.

In the explanatory Memorandum emphasizes that “the state guarantees the presumption of trust and support the police officer in the performance of his official duties.”
