The state Duma adopted in the first reading the bill on moving the date of presidential elections
MOSCOW, April 12 — RAPSI. The state Duma adopted in the first reading a package of amendments to the electoral law, according to which, in particular, provides for the postponement of elections of the President of Russia in 2018 from 11 to 18 March.
The initiators of the legislation, Chairperson of the Federation Council Committee on constitutional legislation Andrei Klishas Senator Anatoly Shirokov. Changes are proposed to the laws “On elections of President of the Russian Federation” and “About the basic guarantees of electoral rights and the right to participate in referendum of citizens of the Russian Federation”.
Under current law, presidential elections are held on the second Sunday of March. At the same time, according to changes, if the second Sunday is a combined, post-holiday or a working day in connection with the transfer of holidays, the day of the vote is transferred to the next — that is, the third Sunday of the month.
It is also proposed to exclude the use of absentee ballots in the presidential elections of the Russian Federation.
Instead of absentee ballots, the voter can submit an application for inclusion in the voter list at the place of location. The procedure and terms of submission of such application will be determined by the Central election Commission of the Russian Federation.
The authors of the document propose to amend the provisions for the appointment of observers at polling stations during elections. So, for example, to cancel mandatory early direction of the list of observers to the relevant Committee. The document establishes the possibility of using video surveillance at the premises for voting.
In addition, it is proposed to amend the Code of administrative offences. So, for the repeated voting of the same persons in the course of voting day or for issuing such a newsletter is proposed to fine in the amount of 30 thousand rubles. The same fine of 30 thousand rubles is provided for the illegal results of the ballot to provide the opportunity to vote instead of the voter, for the issuance of completed ballots. For the Commission of repeated administrative offences sets a fine of 50 thousand rubles.
