The state Duma Committee on economic policy, industry, innovative development and entrepreneurship recommended the lower chamber of Parliament to reject in the first reading a bill prohibiting broadcast advertising of an erotic nature in the daytime. On Thursday, April 6, RIA Novosti reported.
The head of the Committee Sergei Zhigarev said that the proposed changes to the law “On advertising” seems inappropriate. He also noted that the government gave a negative conclusion on the document.
The author of amendments the Deputy of the state Duma of the sixth convocation Yan Zelinsky (LDPR). In the explanatory note, he drew attention to the fact that daytime TV shows are advertised, allowed to run only at night. “So, show yourself the transmission is impossible, and advertising?” — said in a note.
The MP expressed the opinion that these commercials “promote, raise interest, put citizens, including adolescents, about the normal, common human relations.”
In February, the state Duma Deputy Vitaly Milonov has proposed to the government to prohibit the media of erotic content. In his opinion, this would help to reduce the number of divorces and conflicts in Russian families.
In July 2016, the member of “Fair Russia” Oleg Mikheev submitted to the state Duma a bill banning exploiting interest in sex in advertising. In January 2017, the relevant Committee of the lower house recommended to reject it.
Currently, the law “On advertising” prohibits advertising that contains information of a pornographic nature. In addition, the media law “On basic guarantees of child rights” and the basis of legislation on culture contain provisions that prohibit the broadcast transmission with these materials.
