Senators of the Federation Council introduced a bill limiting the use of electronic cigarettes and hookah and prohibiting the sale of these products to children, should be from an electronic database of the lower house of Parliament.
The bill introduces definitions for “electronic Smoking device” and “hookah”, limits their use in certain territories, in rooms and on objects that are requirements for demonstration of electronic Smoking products in the audiovisual works intended for children and adults, there are limits on trade, including the prohibition of sale to minors and the prohibition of involving children in the process of consumption of these products.
The draft law proposed in the Code of administrative offences of the Russian Federation (Cao) to equate electronic cigarettes and hookah tobacco and punished for involvement of minors into Smoking hookah and electronic cigarettes, for violations of the ban on Smoking on certain territories, including playgrounds, with a maximum penalty of a fine up to three thousand rubles. And punish large fines, officials and legal entities for abusing their dominant position in the market and lack of restrictions and the violation of prohibitions in the trade of electronic cigarettes and hookah.
The term “electronic Smoking device” includes devices that produce an aerosol or vapor by heating a liquid and devices that produce an aerosol or smoke by heating tobacco (directly parts of tobacco leaf). “Hookah” is defined as a device used for inhalation of an aerosol, vapour or smoke arising from corruption and (or) heating of tobacco, and also products that do not contain tobacco leaf, and in which the aerosol, vapor or smoke passes through a vessel with liquid.
The bill proposes to establish June 1, 2017, the date of entry into force of the law in case of its adoption.
