HIV-infected will be allowed to adopt
Russian HIV-infected people may be allowed to adopt children or take them into care. This is one of the most liberal sections of the plan of measures on realization of state strategy for combating the spread of HIV in Russia, the adoption of which has repeatedly asked the patient and public organizations. The document was signed by Prime Minister Dmitry Medvedev. The plan also involves the introduction of a “punishment” for incitement to refuse medical examination for HIV.
At the disposal of “Kommersant” had the government prepared a plan of measures on realization of the state strategy of counteraction to spreading HIV-infection in Russia. Despite the fact that the document was signed by Dmitry Medvedev on April 20, on the government website it is not published so far. Kommersant’s source in the government said that the order will be published on 2 may. The health Ministry refused to comment on the document prior to its publication.
We will remind, in the spring of 2015, the head of the Federal AIDS centre Vadim Pokrovsky, warned that Russia was on the verge of a “national catastrophe” and the epidemic of HIV infection.
A few months Prime Minister Dmitry Medvedev demanded from the government by April 2016, to submit a strategy on HIV. The document was approved in October 2016, its main postulate was, in particular, the need of informing the population about the disease, identifying carriers of HIV and ensuring antiretroviral therapy, the participation of NGOs in the work with risk groups. However, the document drew the attention of experts and confirmed in the Ministry of health, was of a “declarative”: specific measures had to be spelled out in the implementation plan of the strategy.
The final version requires updating to the third quarter of 2017, the normative legal acts regulating the prevention of HIV-infection epidemiological control of HIV infection and social support for people living with HIV. Social-support measures will include psychological and legal support to people living with HIV.
State specifically what the subjects of the Russian Federation in 2017 will need to take the acts that reglamentary measures of social support of pregnant women with HIV, children born to infected mothers, and adoptive parents and guardians of children with HIV.
It is very important to have been worked out a mechanism to ensure children born to HIV-positive women, infant formula. For the prevention of HIV transmission women infants not fed breast, and therefore, they need a mixture. According to a survey of NP E. V. A., only 20.3% of HIV-positive women from the ten regions (gave birth to children in the years 2014-2016) received a mixture of full.Irina Endocervically Director of NP E. V. A. To the first half of 2018 it is expected to improve the system of epidemiological monitoring of the spread of HIV, including in institutions of the penal system. “The idea is simple: for TB and HIV one of the sources are penal institutions, despite the fact that the process of identifying these people there is difficult,” — said the source “Kommersant”.
Touched on the theme of HIV dissidence is a popular anti-scientific currents that deny the existence of this infection. By the third quarter of 2018 should be developed Federal law, providing amendments to the law “part of the ban on the dissemination of information calling for refusal of medical examination for detection and treatment of HIV and measures of responsibility for its distribution”.
One of the most liberal innovations, which provides plan, will be “changes in the list of diseases at which presence the person can not adopt a child and take it under guardianship, to take in a foster or foster family”.
“The document stipulates that HIV-infected will be allowed to adopt children, — explained “Kommersant” a source familiar with the discussion of the action plan.— First, it is possible if the person takes the treatment (that is, safe for the environment.— “Kommersant”). In addition, there are children-persons with HIV infection. Why HIV cannot adopt such a child?” According to the document, corresponding changes in regulations must be made no later than the second quarter of 2018.
“People living with HIV and the employees of public organizations have long sought this, reminded Mrs. Evdokimova.— Now there is no direct information on HIV and viral hepatitis b and C, but as contraindications to adoption and other forms of the device children in the family in the list indicates the presence of “infectious diseases before the termination of the dispensary observation in connection with the stable remission””.
