INTERFAX.RU — the Leadership of the Duma Committee on security, introduced a bill to give the police the right to use weapons in the crowd to prevent terrorist attacks and reflection group attack the organs of state power, reported Tuesday on the website of the lower house of Parliament.
The bill was introduced Tuesday in the state Duma the Chairman of Committee Vasily by Piscarium and first Deputy Chairman of the Committee, Ernest Valeev.
The amendment to the law on police provides that the police can use the weapon with considerable congestion of citizens to prevent a terrorist attack, the release of the hostages, the reflection group of an armed attack on crucial and potentially dangerous objects, as well as in the administrative buildings of state authorities. However, he needs to take action in order to protect persons who are not involved in illegal actions.
Currently, the police act stipulates that police are not allowed to use firearms with considerable gathering of people.
At the same time, the authors of the bill note that the FSB have the right to use firearms with considerable gathering of people, but only to prevent a terrorist attack, free hostages and reflection group an armed attack on potentially dangerous objects and buildings of state authorities.
Thus, the police in the case of the bill will have the same rights and conditions of use of weapons in the crowd as the FSB.
The bill also establishes in the police act, the presumption of confidence in the actions of the police as an official. Stipulates that the police officer performing the duties assigned to the police, and realizing rights that are granted to it, “acts as a representative of the government and is under the protection of the law and the state”.
Currently, the law States that an officer is “under state protection”, but does not specify that it is “protected by law”.
