The implementation of the bill Duma Deputy Vitaly Milonov on the regulation of social networking will throw Russia into the third world countries in protecting the rights of citizens. This opinion was expressed by head of the Committee of the lower house of Parliament on information policy, Leonid Levin, reports Monday, April 10, RIA Novosti.
“By itself, the initiative difficult to implement and tells about the authors lack of understanding of the very essence of the Internet and mechanisms of its work. Technical execution of the draft law (…) requires significant funds from the state and from the Internet industry,” said Levin.
He recalled that to enter the network of citizens giving their personal details. “When you purchase the SIM card must provide a passport, when connected to the home Internet it is a contract between the user and the operator when using a public wi-fi hotspots, you need to pass the verification procedure,” explained Levin.
Internet Ombudsman Dmitry Marinichev also found the idea Milonov is absurd and meaningless. “This “sur” is already beyond common sense,” he was quoted by the national news service (NSN).
Earlier on Monday, the Government submitted to the state Duma a draft law prohibiting the Russians to use social networks during working hours. In addition, according to the document, access to the social network block for persons under 14 years of age. According to the survey of the all-Russia centre of studying of public opinion (VTSIOM), 62 percent of Russians support this initiative.
