MOSCOW, April 7. /TASS/. The state Duma adopted in the first reading a bill that clarifies the cases in which liability for the wrong age coded transmission in television lies with chief editors of print media.
Changes are envisaged in the law “On the protection of children from information harmful to their health and development”. “The bill proposes to introduce a ban on the circulation of the unsigned information products programs for television and radio, as well as catalogues and lists of information products”, – stated in the accompanying materials.
The developers explain that currently the responsibility for the wrong age labeling of TV programs in printed media are the main editors of the publications. Their liability arises even if the newspaper reprinted the erroneous data on the labeling, which were provided by the broadcasting company.
“The proposed changes clarify the responsibilities for this violation,” the authors write. It is envisaged that the main responsibility will be borne by intermediaries or broadcaster, and Roskomnadzor, found violations, will have to trace the entire chain of preparation of transmission of television programs to determine the actual violators.
“Errors typically occur at an earlier stage: they allow the intermediaries, or broadcasting companies and editors of print media just reprint schedules in the form in which they were received, as they have no real opportunities in their correct designation,” say the developers. However, Roskomnadzor accountable print media, without investigating the cause of the violations, they indicate.
“Print media should respond only if they are really to blame, for example, has made a technical error in the layout of the newspaper”, – explained TASS one of the authors of the bill, MP Natalia Kostenko. She recalled that the law was drafted in the third media Forum of the Russian popular front, which was held in St. Petersburg in April last year. Corresponding amendments are to be introduced into the RF Code of administrative offences.
