The head of the HRC said about the need to change the law on rallies

The head of the Council on human rights (HRC) under the President of Russia, Mikhail Fedotov, said that the legislation on meetings and relevant articles in the Code of administrative offences (Cao) regarding responsibility for violations at public events needs to change and edits.

He said this in comments to the Agency “RIA Novosti”.

The interviewee believes that the main proof of the offense should be videos, not compiled by the police protocols.

“We need to change, of course, and the rules relating to the consideration of cases on administrative offences: the main proof should be a video, not a faceless police protocols,” Fedotov said after visiting the Metropolitan police, which are detained during the opposition’s protest on March 26.

The head of the HRC also spoke about the complaints that he received from those detained during the protest action on 2 April, which was held in Moscow and was not coordinated with the authorities of the city.

“We have received many complaints of arbitrary detentions, I believe that they all need very careful checking”, — said Fedotov, adding that “reports of detentions written as under a carbon paper”, with no video footage, that creates big problems for those police officers who draw up the protocols, the head of the HRC.

He also said that a fellow member of the HRC Andrei Babushkin, visited two police departments — Presnenskiy and Luzhniki. According to him, “in police departments quite a lot of detainees, but they are not in chambers, and in ordinary rooms”.

The interlocutor of Agency has specified that in one of the branches of law enforcement, he met four minors. Most of them are, said Fedotov, held in police stations for about six hours.

Sunday, April 2, in the center of Moscow held a protest rally, the so-called walk of the opposition. The participants tried to walk along Tverskaya street towards the Kremlin, but police blocked traffic at Staropimenovskii of the alley and began to detain them.
