The MOE has proposed to require land owners to put out forest fires

In the explanatory Memorandum to the bill notes that the land owners were not doing enough to protect them.

MOSCOW, July 20. /TASS/. EMERCOM of Russia has developed amendments to the Land code, which will oblige the owners of agricultural land to extinguish fires in the forests located on their lands. This is stated in the text of the bill posted on the Federal portal of projects of normative legal acts.

Now the Land code does not authorize land owners to put out a forest located on lands for agricultural purposes and stock. “The proposed changes clarify the concept of “protection of forests and other natural resources” from fires and determine the powers of the owners of agricultural land and the stock on the exercise not only fire safety measures, but also to extinguish forest fires,” the document says.

In particular, the draft law proposes to Supplement article 42 of the Land code “provision on the implementation by land owners and non land owners the responsibility for the implementation of measures to extinguish forest fires on their lands.”

In the explanatory note to the bill States that, in accordance with the Forest code forests are protected from fires, which includes fire safety measures and fire fighting. At the same time, there is the problem of overgrowing of agricultural land with trees, bushes and weeds, and the owners of these lands were not doing enough to protect them. “However, the analysis of the response to emerging wildfires showed the unresolved questions about the extinguishing of forest vegetation, located on agricultural lands and stock. Given that suppression of fires on such land, including those actually performed and the forces of the Federal fire service of EMERCOM of Russia, resulting in the outright remain the settlements located near the exit of fire departments”, — stated in the explanatory Memorandum.
