“United Russia” is preparing an amendment prohibiting Smoking within 10 metres of the entrances and in communal
“United Russia” party in the framework of the project “Healthy future” intends to prepare a draft of amendments to the legislation that will ban Smoking within 10 metres of the entrances and in communal apartments. This was stated by a member of the Duma Committee on health protection, head of project “Healthy future” Nikolay Gerasimenko.
He said that the party has received a lot of complaints “about the neighbors Smoking in their spaces of communal apartments belonging to the common property, as well as about Smoking near the entrances of apartment houses”.
“Do not forget this important mechanism to reduce the number of smokers, as reduced affordability of cigarettes by increasing excise taxes. Now preparing amendments to the Tax code, with January 1, the excise tax on tobacco was raised to 20% with a further increase in 2020”, — quotes the press service of “United Russia” mister Gerasimenko. He noted that “the primary role of excise tax in this case — to reduce the availability of cigarettes and Smoking prevalence”.
In June 2017 the Federation Council in the Duma introduced a bill banning Smoking at a distance of 10 m from the entrance, but the government gave him a negative review. Meanwhile, to tighten anti-tobacco laws and wants the Ministry of health in the developed office of the project also proposed to introduce a ban on Smoking in communal apartments and in cars if there are children, and generally in any environment, if the audience for tobacco smoke. The economy Ministry, however, did not support the proposal of the Ministry of health to restrict Smoking in communal apartments.
