The main obstacle to his signing is the unresolved territorial dispute over the southern Kuril Islands — Iturup, Kunashir, Shikotan and the Habomai group. In Japan, the Southern Kuriles are called “Northern territories” and not admit them on Russian sovereignty, Moscow, in turn, recognizes the fact of the territorial dispute.
