The state Duma has approved in the first reading criminal penalties for the creation of “groups of death”
MOSCOW, 19 Jul — RIA Novosti. The state Duma on Wednesday adopted in the first, basic reading the bill on introduction of criminal liability for inducing children to suicide and the organization of the so-called “groups of death” in social networks, with a maximum penalty of deprivation of liberty for a term up to six years.
The bill was introduced in the state Duma on March 9, the Vice-speaker of the house Irina Yarovaya (EP). The document supplements the criminal code article on the organization, coupled with the motivation to commit suicide.
The document supplements the criminal code with new articles 110.1 “Inducement to commit suicide or assisting suicide”, 110.2 “Organization of activity connected with inciting citizens to commit suicide” and 151.5 “Involvement of minors in the Commission of acts dangerous to the life of minors”. The maximum penalty for these compounds can be up to six years of imprisonment.
In addition, the criminal code is proposed to be amended, toughening the punishment for incitement to suicide or to attempt suicide, up to six years of imprisonment.
Including article 110 of the criminal code it is proposed to add the second part, providing for increased liability for those acts committed against a minor or knowingly helpless against pregnant woman against two or more persons, committed by a group of persons by prior conspiracy or by an organized group, in a public speech, media or the Internet. In this case, the maximum penalty can be up to eight years of imprisonment.
The note to article 110.2 of the designed mechanism of exemption from criminal responsibility in cases of voluntary renunciation of unlawful activities and facilitate the disclosure of crimes in this category.
