Experts: acting heads of regions integrate successfully in the field
According to analysts, with the exception in this respect were the regions in which “in front of the heads is the task of eradicating local corruption and weaknesses of past teams.”
MOSCOW, February 7. /TASS./ Acting (acting) heads of constituent entities of the Russian Federation, appointed in the fall of 2017, successfully integrate in the regions, in most cases, without conflict with the local elites, their primary focus is not political, and socio-economic agenda. These conclusions follow from the analytical report of the Expert Institute of social studies (AISI) “the Second wave of updates to the composition of heads of subjects of the Russian Federation-2017: first results. Regional features and highlights”.
“Autumn calling-2017”: a laconic portrait
The object of the study, the text of which is available to TASS, was the work of the acting heads of the 11 regions: Samara (Dmitry Azarov), Nizhny Novgorod (Gleb Nikitin), Orel (Andrey Klychkov), Novosibirsk (Andrey Travnikov), Omsk (Alexander Burke), Ivanovo (Stanislav Voskresensky), Pskov (Mikhail Vedernikov) regions, Republic of Dagestan, Russia (Vladimir Vasiliev), seaside (Andrey Tarasenko) and Krasnoyarsk (Alexander USS) edges, Nenets Autonomous Okrug (Alexander Cybulski). All of them were appointed in the period from 25 September to 12 October of last year and retain the prefix “acting” before the election, to be held in a single day of voting in the next September.
The authors analyze age, professional experience, partisanship, acting heads of regions “autumn call-2017”, their most striking initiatives concerning socio-economic agenda, relations with the administrative centers of the subjects, as well as some sociological studies that characterize their work.
The average age of the acting heads of the regions, estimated by experts, is 48. Only three of them (USS, Azarov and Tarasenko) — came from regions that are managed by. The greatest number of three — have experience of working in positions of Deputy Ministers.
Statistics also indicates the dominance of in the present list of representatives of “United Russia” (seven), one of the acting governors have membership cards of the Communist party (Klychkov) and “Fair Russia” (Burke), and another two do not belong in the ranks of any political party.
The primary agenda
In General, the findings of the study the authors point out that “most of the acting heads of regions successfully, without conflict and radical changes, “landed” in the region starting to work with local teams”, but the exception in this respect were the regions in which “in front of the heads is the task of eradicating local corruption and weaknesses of past teams.”
So, it follows from the analysis, nine of 11 acting “have concentrated on expanding minimal structural changes, the maximum based on the local frames (such as Tarasenko in Primorye during the change of command of Vladimir Miklushevsky) and sometimes not even attracting people from outside the region (e.g., Vedernikov in the Pskov region)”. It is not excluded that “the acting left a serious change in management structures of their regions at a later time.”
In this context, it seems coincidental the observation that acting heads of subjects “undertake priority efforts in the political and in the socio-economic field, trying to solve urgent problems of regions”. Thanks to “the people largely celebrate the positive changes that have occurred over the last six months,” the authors report. In their opinion, first of all, the positive dynamics observed in the field of road construction, infrastructure, transport and social issues.
As examples are the specific issues that were somehow solved during this time. For example, Azarov partially restored social benefits for pensioners and veterans, and resurrection have agreed to launch high-speed trains to Moscow and contributed to the repayment of wage arrears to workers of the plant “Crane” is listed in the study.
