Russia is not going to learn from the approaches of China to regulate Internet content, the approaches of the two countries in this matter are fundamentally different, however, the exchange of views and learning from each other important to find the best options, told RIA Novosti the head of Roskomnadzor Alexander Zharov, who is taking part in the world conference on the Internet.
“In China there is censorship, we have censorship — not because they have the principle of pre-moderation, and we have editorial Board, that is, we must first be recorded the fact of distribution of prohibited information, and then goes to either delete or lock a resource, so here we also have fundamentally different approaches. Yes, all of them quite tough, I agree,” he said in an interview with RIA Novosti on the “margins” of the conference. He explained that Russia banned content is blocked not at the traffic exchange points at the entrance to the country, and all operators, which provide access to citizens to the Internet.
Answering the question whether Russia is going to adopt China’s approach to regulation of content in cyberspace, the head of Roskomnadzor said that “definitely no”, but to learn from each other, you need to find the most optimal solutions.
