Question on raising the minimum wage (SMIC) is associated with the budgets of the constituent entities of the Russian Federation, which is now no sufficient funds, the problem must be solved gradually. On Monday the correspondent of TASS said the head of the Federation Council Committee on social policy Valery Ryazan.
Earlier, the Chairman of the Federation of independent trade unions of Russia (FNPR) Michael Shmakov in interview to “Rossiyskaya Gazeta” said that the minimum wage needs to be doubled.
“From the point of view of poverty reduction that would have been good, it would immediately lead to better results from a statistical point of view,” said Ryazan, noting that already in this direction, progress has been made. “However,” continued the Senator, “this decision is not really just fits in with the economic opportunities primarily regions”. “Today the most difficult situation in the Northern territories, so one solution, great leap forward, we are unlikely [to raise the minimum wage], the economy of regions,” he said.
The head of the Federation Council Committee recalled that raising the minimum wage means, for example, increase the salaries of doctors, which would entail the need to raise contributions to the funds of mandatory medical insurance, a third of the proceeds that is a payment the regions for the non-working population. Thus, it will increase the burden on the budgets of the constituent entities of the Russian Federation.
“I would have gladly supported this decision as socialist, but are unable to do this due to the fact that realize that this decision will not pass the coordination in the economic and financial bloc of the government, because such opportunities economic regions simply does not exist”, — said the Ryazan. In conclusion, he added that this issue “is likely to have to move gradually,” and, based on the capabilities of the regions, “continually to raise the minimum wage in order to enter the borders of other indicators”. “This task all of us who work in the Parliament”, — stated the head of the Committee.
The minimum wage in Russia from January 1, is equal to the subsistence minimum of able-bodied population for the second quarter of 2018 and is 11280 rubles.
