“This is a personal initiative of the President. The President really had the need to explain to people the reasons adduced by the government, to tell, why not continue to delay these changes and, at the same time, to Express their disagreement on a number of parameters and, conversely, to suggest some of the modalities that are used to mitigate the consequences for those people who will reach the retirement age in this moment of transformation”, — said Peskov.
On Wednesday, Putin in a televised address to the Russians declared change of conditions of the pension reform proposed by the government. The President proposed to raise the retirement age for women to 63, to 60, to allow mothers of large families to prematurely retire and save pensions for the indigenous peoples of the North. In addition, Putin considers it necessary to increase the unemployment benefits for those approaching retirement age and dismissal before retirement to introduce administrative liability.
The President’s proposals to change the pension system in the near future will be formalized as amendments to the bill and submitted for consideration to the state Duma. In July a bill to raise the retirement age was adopted in the first reading.
According to Putin, the government, until recently, was looking for ways to ensure the sustainability of the pension system without raising the retirement age. The President stressed that the decision on pensions is difficult, but can’t be delayed, and urged the Russians to respect the upcoming innovations.
