RIA Rating said about the quality of life of the population among Russian regions

The first position on the quality of life of the population among regions of Russia by the end of 2017 include Moscow, Saint Petersburg and Moscow oblast, the rating of Ingushetia and Tyva. In the majority of constituent entities of the Russian Federation, including in the Crimea, last year the quality of life has improved, according to the results of the sixth study, which was prepared by the experts of the rating Agency “RIA Rating” media group MIA “Russia today”.

When calculating the rating, the experts analyzed 72 indicators, which are grouped into 11 groups that characterize the main aspects of quality of life in the region: income levels, employment and the labour market, housing conditions, security of residence, demographic situation, environmental and climatic conditions, health and level of education, availability of social infrastructure, level of economic development, the level of development of small business, development areas and development of transport infrastructure.

The position of subjects of the Russian Federation in the final rating was determined on the basis of the total rating score was calculated by summing the scores for all the analyzed groups. The rankings used data of Rosstat, Russian Ministry of health, Ministry of Finance of Russia, CBR, and other open sources.

Overall improvement

Experts of RIA Rating noted that the stabilization of the economic situation in 2017 a positive impact on the quality of life in most regions. The average value of rating points of all regions in the study made up of 45.12, which is 1.16% more than in the same ranking for the year 2016. Cumulative rating score rose from 71 regions due to the improvement of the parameters taken into account in calculating the rating.

As has shown a rating, the first and last dozens of regions remained almost unchanged. At the same time, despite the relative stability of the distribution of regions at the poles of the rating, the position of some regions in the middle of the list has changed significantly. More than five places have changed the position of the 14 regions, of which ten positions were improved and four deteriorated.

Top ten

The first position in the ranking of regions for quality of life continue to occupy Moscow, Saint Petersburg and Moscow region, cumulative rating points each of which exceeds the value 70 (the minimum possible — 1, possible maximum of 100).

Followed by the Republic of Tatarstan, Belgorod oblast, Krasnodar Krai, Voronezh oblast, Lipetsk oblast, Khanty-Mansi Autonomous Okrug — Yugra and the Kaliningrad region.

In the ranking of 2016, the majority of these regions have also been included in the top ten. The only exception is the Kaliningrad region, which in the previous rating has occupied 11-e a place, and now moved up one position and took 10th place. Top ten left Tyumen oblast, which in a new study ranks 13th. The value of the combined rating points of the Tyumen region in rating — 2017 was up by 0.68 points. Thus, reducing its positions in the ranking to a greater extent, of the deterioration indices, and the fact that in some other regions the figures have improved more significantly.

The outsiders has not changed

The closing part of a rating of ten compared to the previous year has not changed. While the five regions of the last tens value of the composite rating score was increased, indicating improvement in most indicators.

Among the regions of the closing element rating of ten cumulative rating score increased in the Republic of Kalmykia, Republic of Tyva, Jewish Autonomous region, Kurgan region and Republic of Buryatia. However, the distance to the national average level in these regions is quite large.

Show growth

In the current ranking of ten regions showed growth of more than 5 seats. The most significant growth showed the positions of the Republic of Crimea, Yamalo-Nenets Autonomous Okrug, the Republic of Khakassia. The growth leader was the Crimea, which moved from 66 to 55. Experts of RIA Rating noted that the region for the second year demonstrates a significant improvement in the position, which is a consequence of positive changes in social and economic spheres.

Cumulative rating score of Crimea has increased by 4.27 points. This contributed to the improvement of indicators such as the volume of deposits of physical persons, the ratio of money income to the cost of a fixed set of consumer goods and services, the share of the population with incomes below the subsistence minimum. Also in the Republic decreased unemployment, reduced the duration of job search decreased mortality from external causes, decreased overall morbidity, increased security of children of preschool age with places in preschool educational institutions increased the share of state (municipal) educational institutions corresponding to modern requirements of training and improved a number of other indicators.

Yamalo-Nenets Autonomous Okrug rose by 8 places and is ranked 16th. Cumulative rating score increased by 4.27 points. This result was a consequence increase the supply of doctors, increasing the capacity of outpatient facilities, reduce crime, lower mortality from external causes, reducing the share of utilities (water, sewer and thermal networks and steam networks) that need to be replaced, increasing costs of protection of atmospheric air per unit of emissions. Moreover, YANAO increased the volume of deposits of physical persons in banks and improved a number of economic indicators.

The Republic of Khakassia in rating — 2017 took 51 seats, which is 7 positions higher than in the previous study. Cumulative rating score in the region increased by 3.79 points. In the previous year the country moved up 7 places. The main factors that boosted the positions of the Republic of Khakassia began a decline in unemployment, increase in the volume of deposits of individuals in banks, reducing the share of the population with incomes below the subsistence level, reduction of mortality from external causes and infant mortality, increasing provision for children of preschool age with places in educational institutions, the increase in the share of state (municipal) educational institutions corresponding to modern requirements of training. Also in the Republic increased the supply of housing, increased the share of profitable companies and improved a number of other indicators.

Among the leaders to improve positions in the ranking also includes Tula oblast, Sevastopol, Khabarovsk Krai, Udmurtia, Murmansk oblast, Amur oblast and the Chechen Republic. The positions of these regions in the ranking improved by 6 places.

Lowered position

More than 5 places by the position of the Republic of Komi (-6 persons), the Republic of Adygea (-7 places), Orel region (-8 seats) and the Republic of North Ossetia — Alania (-15 seats).
