The government decided to close down unpopular sites of ministries and departments
The new concept of development of sites of state agencies provides for the closure of unpopular departmental portals and translation services on a single resource gov.ru. Of the more than 7,000 government websites 80% are resources with low attendance.
A new window
The government is discussing the reorganization of the official websites of ministries and departments, one scenario is to combine the Internet-the resources of government into a single portal, abandoning the development of their own websites of government agencies with low attendance. This option contains the concept development of the unified digital environment of the Internet sites of government agencies (a copy is in RBC).
The second option is to retain the existing websites of government agencies, but to use consistent methods of development, common principles of organization of user interfaces and published data, the document says. This scenario also involves the launch of a new portal, which must interact with the sites of the Federal authorities and implement the principle of “one window”.
To develop the concept in June 2017, instructed the head of the government Dmitry Medvedev.
In the accompanying materials to the concept, which was developed by the Ministry of communications and experts on the “open government” under the leadership of Mikhail Abyzov, it is noted that in Russia there are more than 7 thousand of sites and portals of government bodies. With 71% of citizens find it difficult to answer what gossit they seek solutions to their problems.
The common standards reduce the cost of design and development of sites re-enter data, access and storage, the authors write of the concept. Lower costs will also contribute to closing the sites with low attendance, stated in the governmental materials.
The expenses of government agencies in 2016 in the information system at the Federal level amounted to 39,36 billion. Websites of departments are included in the system. But now how much the government spends on support sites, the communications Ministry said.
Deputy Minister of Telecom and mass communications Alexey Kozyrev said that in mid-January, the Ministry of communications and open government are planning to launch a new page to the portal gov.ru and in February of the following year, the beta version of the first services. The launch date was confirmed in “open government”, adding that the new Playground can be used for expert discussions of bills that are now held in person.
Domain www.gov.ru was on the Federal security service of Russia (FSO). According to Kozyrev, the Ministry of communications talks about its delegation. FSO is not commented on.
“According to various estimates, from 7 thousand websites of government agencies, which are now developing in Russia, 80% is little visited, but the money is still being spent. We want to close these resources to migrate their content to a single platform gov.ru and leave only the sites where it accumulates the bulk of the traffic”, — said Kozyrev. According to him, next year the Ministry of communications intends to make the rating of the government sites and begin transferring information from unvisited resources gov.ru.
In the beginning of 2018 the concept should consider the government, the sub-Commission on the digital economy, a working group under the leadership of Deputy Prime Minister Arkady Dvorkovich, as well as government Commission headed by Minister Mikhail Abyzov. Kozyrev hopes that the document will be approved by mid-January.
