The Japanese foreign Ministry has linked the peace Treaty of Russia with military compensation
The conclusion of a peace Treaty between Japan and Russia includes the issue of military compensation, said the head of the Japanese foreign Minister Taro Kono at the hearings in the Parliament.

“In theory, the peace Treaty involves the termination of a state of war, the solution to territorial problems and issues with military compensation,” said Mr. Kono (quoted by TASS).
Previously, the newspaper “Yomiuri Shimbun” reported that Japanese authorities are ready to discuss the question of waiver of claims for compensation on the Kuril Islands in the framework of negotiations with Russia. Despite the fact that the refusal of compensation was prescribed in the joint Declaration of 1956, Japan continued to believe that her citizens such a right remains.
Prime Minister Shinzo Abe refused to answer in Parliament to a question about the possibility of Russia’s transfer of two Islands to Japan:
I will refrain from answering, as this affects the content of the talks.
Abe said that the Japanese government intends to conclude a peace Treaty with Russia based on the decision of the question of ownership of the entire southern part of the Kuril Islands.
The Islands of Iturup, Kunashir, Shikotan and Habomai archipelago was incorporated into the Soviet Union following the Second world war, but Tokyo disputes that they belong. In the Soviet-Japanese joint Declaration of 1956 it was said that the Soviet Union “as a gesture of good will” is ready to transfer to Japan of Shikotan and Habomai, but only after signing a peace Treaty. Peace Treaty the two sides still have not signed.
With a proposal to sign a peace Treaty with Japan Vladimir Putin made in September at the Eastern economic forum. In January, he met with Shinzo Abe, however, progress in the negotiations on this issue could not be reached. A new summit is expected in June.
