Sanctions against Russia prevents the conclusion of a peace Treaty with Japan, said press Secretary of the President Dmitry Peskov on air of the program “Moscow. The Kremlin. Putin” on TV channel “Russia 1”.

“They (Japan.— “B”) support the sanctions regime, and this is one of questions and one of the situations that hinder very much the signing of the peace Treaty,” he said.
Mr. Peskov reminded that in 2018 the Russian President took the initiative of signing a peace Treaty with Japan without any preconditions. “It did not find understanding among our Japanese colleagues, and so our approaches are different,” said Dmitry Peskov.
22 January 2019 Vladimir Putin met with Prime Minister of Japan Shinzo Abe, but the peace Treaty negotiations have not progressed. A new summit is expected in June.
The Islands of Iturup, Kunashir, Shikotan and Habomai archipelago was incorporated into the Soviet Union following the Second world war, but Tokyo disputes that they belong. In the Soviet-Japanese joint Declaration of 1956 it was said that the Soviet Union “as a gesture of good will” is ready to transfer to Japan of Shikotan and Habomai, but only after signing a peace Treaty.
