Medvedev instructed to urgently send funds to victims of flood in Transbaikalia
Moscow. July 18. INTERFAX.RU — Emerged from the banks of the river was flooded and more than 700 houses, affected 29 towns, including Chita.
Russian Prime Minister Dmitry Medvedev instructed the relevant ministries and the Governor of Transbaikalian edge Natalia zhdanovoj promptly prepare lists of people affected by emergencies in the region, and to urgently increase funds to Transbaikalia for payments to these persons.
MOE, Ministry of interior, the Ministry of construction and Ministry of economic development is entrusted “to quickly generate lists of Russian citizens, foreign citizens and stateless persons” affected by the floods.
These agencies must provide training documents for the early lump of material and financial assistance, and lump-sum benefits to specified persons, stated in the orders of Medvedev, the text of which was circulated by the press service of the government.
At the same time should be prepared the documents for the provision of state housing certificates to citizens whose homes became uninhabitable by a disaster.
In addition, the Ministry of Finance of the Russian Federation, the emergencies Ministry and the head of Transbaikalia is mandated to “ensure the rapid allocation and delivery of funds to the payments to individuals” affected by the floods.
The MOE, the Ministry of construction, Ministry of agriculture, Ministry of transportation, Ministry of economy and the Governor was instructed to assess the damage caused by floods.
The instructions of the Prime Minister followed two hours later after discussing the situation in Transbaikalia and Yakutia in the meeting with the President in the Kremlin, in the course of which Vladimir Putin expressed dissatisfaction with the delay in the allocation of funds for elimination of consequences of emergencies.
The explanation of the Deputy Prime Minister Anton Siluanov that “the appeal of the regional authorities did not meet the level of Federal emergencies, as defined by the decision of the government”, Putin called for less formal and more flexible approach to such situations, not to lose time. He stressed that these regions urgently need money, and asked Medvedev to tackle this problem.
