INTERFAX.RU — Funds for the establishment of network operation Centre of public communication in the framework of the draft law on the protection of Runet from external threats is provided in the budget for 2019 in the amount of almost 600 million rubles, only three years expected to spend more than 1.8 billion rubles.

According to the document, on the establishment and operation of the monitoring Center and network management of public communication and the creation, operation and development of information system for monitoring and network management of public communication planned $ 597 million rubles in 2019.

In the opinion of the Cabinet of Ministers, the implementation of the provisions of the bill on providing free of charge mobile operators and technical means of countering threats, the organization of a monitoring and control communication network of General use in the composition of the radio frequency service, as well as exercises with the aim of improving information security, integrity and stability of functioning of the unified telecommunication network of the Russian Federation will require additional allocations of the Federal budget.
“However, in financial and economic justification to the bill not determined the sources and the order of execution of new kinds of expenditure obligations”, — stated in the opinion.
Despite the fact that the bill proposes to equip the network technical means to counter the threats “are not regulated questions of operation and modernization of these funds, including in terms of financial support of these processes, as well as liability for damages in case of failures in work of communication networks caused by the functioning of these funds, including to third parties,” reads the document.
