In the state Duma proposed to abandon arrests for disrespectful publications
Moscow. 24 Jan. INTERFAX.RU the Chairman of the Duma Committee on state construction and legislation Pavel Krasheninnikov proposes to remove administrative arrest from the list of administrative sanctions proposed in the bill on disrespectful publications to the public and state symbols.
“We believe that the bill should not be in administrative detention. Here (in the bill) proposed to 15 days, we believe the penalties are quite important to apply the law,” said Krasheninnikov the state Duma meeting on Thursday.
Another note, he said, for officials who have to draw up protocols for new administrative staff. “It seems to us that here it is necessary to specify the list of bodies that will these reports be,” said Krasheninnikov.
The state Duma on Thursday passed in the first reading a package of bills that establish administrative liability for dissemination of information-telecommunication networks, including network “Internet” information (materials) intended for an unlimited circle of persons, expressed in indecent form clear disrespect for society, state, official state symbols of the Russian Federation, the Constitution of the Russian Federation and bodies exercising public authority, if these actions do not contain penal act.
The act proposed to be punished with an administrative fine in the amount from 1 thousand to 5 thousand rubles or administrative arrest for up to 15 days.
One of the authors of the bill, the Senator Lyudmila Bokova agreed that administrative detention is an excessive sanction and can be removed from the bill in the second reading.
