The Minister of foreign Affairs of Japan, Taro Kono began a five-day visit to Russia, the main point will be the talks with his Russian counterpart Sergei Lavrov on the issue of a peace Treaty. This was reported on Saturday, TASS diplomatic source.

At a meeting in Singapore on 14 November 2018, Russian President Vladimir Putin and Prime Minister Shinzo Abe agreed to intensify Russian-Japanese talks on peace Treaty based on the Joint Declaration of 19 October 1956, which refers to the termination of a state of war between the two countries restore diplomatic and consular relations.

One of the most pressing issues in this regard is the membership of the South Kuril Islands, which Japan called “Northern territories.” The Japanese government believes that after the war the island “under occupation” and therefore entitled to demand from Moscow of compensation in favor of the state and former Japanese residents though remained in Tokyo. Earlier in Tokyo also stated the need “to achieve understanding” of the residents of the South Kuril Islands on the question of “the transfer of territorial belonging of the Islands to Japan.” In this connection, on 9 January the foreign Ministry had summoned the Ambassador of Japan in Moscow Touchesa Kozuki, where he stated that these statements grossly distort the essence of the agreements of the leaders of the two countries.
