According to the author of the bill, the Deputy Ilya Kostunova, such restrictions will ensure compliance with human rights and increase the effectiveness of criminal prosecution.

“The purpose of the bill — humanization of our justice system at the stage of preliminary investigation, because when a person is a suspect, it is impossible to prevent an excessive for its limitations and hardships, because his guilt is not proven, and sometimes mistakes. Unfortunately, today’s practice is that it is much easier to send a man to the detention facility, to deprive him of his liberty than to use alternative measures such as house arrest or a preventive measure not connected with imprisonment” — said Ilya Kostunov.

New enforcement actions will contribute to humanization of the criminal legislation, the leader of the movement “For human rights” Lev Ponomarev.
