The Committee of the state Duma spoke against the ban of propaganda of the criminal subculture
MOSCOW, 3 APR — RIA Novosti. The state Duma Committee on security and combating corruption at the meeting on Tuesday recommended to reject the project on the prohibition of the propaganda of the criminal subculture.
The document was submitted to the Duma in November last year, the Committee acts on it with a cooperator. According to the draft, in the media, information and telecommunication networks shall be prohibited “propaganda of the criminal subculture, which is expressed in the dissemination of information about socio-cultural values of the criminal underworld, leading to the formation of the attractiveness of criminal patterns of conduct”. According to the explanatory Memorandum, Roskomnadzor will have the right to block sites, the content of which forms an indication of the attractiveness of the criminal life, out of court.
“In the explanatory note the author more time to activities of different adolescent groups that use subculture. As for suggestions for changes in the laws, the author of the bill did not realize that all these problems legislation is already adjusted,” — said at a meeting of the first Deputy Chairman of the Committee, Ernest Valeyev.
According to him, the author of the project does not contains novels by applicable law. In addition, the committees of the state Duma on culture and issues of family, women and children the project also did not support said shaft.
