The chamber did not support the project on sustainable Runet
MOSCOW, 7 Feb — RIA Novosti. The audit chamber of Russia does not support the bill about the stability of the Internet, as its implementation will require additional expenditures of the Federal budget, according to the opinion of the Agency on the initiative.
“The implementation of the bill will require additional expenditures of the Federal budget. In addition, the implementation of the bill will lead to an increase in the cost of goods and services on the Russian market that contains the risk of increase in expenses of budgets of all levels of budgetary system of the Russian Federation to pay for them. Given the above, the bill cannot be supported”, — stated in the review, which is available to RIA Novosti.
Senators Andrei Klishas and Lyudmila Bokova and the Deputy Andrei Lugovoi, last year submitted to the state Duma a draft law aimed at the protection of the stable operation of the Internet in Russia in the event of a threat to its functioning from abroad. The project, in particular, envisages the creation of a Roskomnadzor monitoring center and network management of public communication that will ensure the availability of communication services in Russia in all “extraordinary” situations, and to coordinate the efforts of the operators in such situations.
Earlier, the government of Russia supported the project on the condition of its completion to the second reading.
