Russians wanted to be fined for not allowing gas workers to enter apartments

Senator Kutepov proposed to introduce a fine of up to 10 thousand rubles for preventing gas workers from entering the apartments

The head of the Federation Council (Federation Council) Committee on Economic Policy Andrei Kutepov proposed to introduce a fine of up to ten thousand rubles for not allowing gas equipment repair and diagnostics specialists to enter the apartments. He sent the corresponding draft law for review to the government, writes TASS.

Kutepov notes that the current article of the Code of Administrative Offenses does not provide for fines for not allowing specialists to enter the dwelling just for the diagnosis of gas equipment. According to the bill, a fine will have to be paid for refusing to admit a representative of a specialized organization to perform maintenance and repair work on in-house and/or in-house gas equipment, work on its technical diagnostics, as well as for refusing to admit a representative of an organization that checks, clean and ( or) repair of smoke and ventilation ducts.

“In the case of notification of the performance of such work in the prescribed manner entails the imposition of an administrative fine on citizens in the amount of 5 to 10 thousand rubles, on officials – from 25 to 100 thousand rubles,” the document says.

In addition, the bill proposes to introduce a fine for failure to provide the gas supplier with information on changes in the composition of gas-using equipment. It is proposed to introduce the same responsibility for refusing to allow gas workers to perform work on stopping and resuming gas supply, eliminating accidents, leaks and other emergencies.

“Under certain conditions, it becomes necessary to promptly turn off gas-using equipment in order to ensure safety (for example, lack of draft in chimneys and ventilation ducts, malfunction of gas-using equipment, unauthorized connection)” – stated in the explanatory note.

It is also proposed to fine for the provision of maintenance, repair and diagnostics services for indoor and indoor gas equipment by a person who does not meet the requirements for a specialized organization. In this case, the amount of the fine can range from 20 to 50 thousand rubles, for officials – from 50 to 100 thousand rubles, for legal entities – from 100 to 500 thousand rubles.

At the end of October, experts counted the number of explosions gas that occurred in Russia this fall. According to the statistics of the Ministry of Emergency Situations, almost 20 explosions of the gas-air mixture occurred throughout the country. At the same time, in the cold season, the number of fires grows by almost a third.
