Russian banks will change tactics

They wanted to extend the insurance of bank deposits to legal entities

Russian banks may in the foreseeable future pay increased attention to attracting deposits from legal entities, she said in an interview Olga Pleshanova, head of the Infralex law firm, member of the public council for interaction with creditors of financial institutions under the Deposit Insurance Agency (DIA) with Lenta.ru.

The possible desire of credit institutions to slightly change their tactics is explained by the initiative of the Central Bank. He proposed extending the deposit insurance system to companies, with the exception of financial institutions and those for whom the amount of compensation would be insignificant in the scale of their activities. Izvestia wrote about the upcoming changes.

The regulator's proposal is contained in the new version of the draft of the main directions for the development of the financial market until 2024, the document has already been supported by the Ministry of Finance and the DIA. At the same time, it does not indicate the possible maximum level of payments to bank customers in the event of their insolvency. Currently, it is 1.4 million rubles. One of the most likely options is considered to be its extension to new categories of insured depositors.

According to Pleshanova, banks may be interested in attracting deposits from legal entities – due to the Central Bank's regulations on capital adequacy and the need to form reserves for possible loan losses, depending on the quality of loans issued. Such reserves are taken into account in expenses, reduce profits and affect the capital adequacy ratio.

“Contributions to the deposit insurance fund are hardly insane and are unlikely to drag the banking system to the bottom. But reserves for possible losses on loans are really a very large item of expenses for banks, – said Pleshanova. – Here, look what can be. If an organization has a deposit in the bank, this, of course, is not a loan security, but this is already an improvement in the quality of the borrower and the loan. Accordingly, the required reserve is less. That is, one thing at the expense of the other. ” , but somewhere they will save on loan provisioning if some of them are classified into higher categories. And this can be quite interesting and profitable for the clients themselves. ”

The lawyer also noted that banks in any case will not be obliged to work with legal entities and, if they wish, will be able to focus on serving the population.

The current deposit insurance system was launched in 2004. According to the current rules, any depositor from among individuals, as well as small businesses and some categories of non-profit organizations, in the event of the bank's inability to answer obligations, can expect to receive compensation in the range of 1.4 million rubles. To do this, banks pay contributions to the DIA depending on the total amount of funds attracted through deposits.
