This proposal was made in an interview with Gazeta.Ru by the Deputy Chairman of the State Duma Committee on Security and Anti-Corruption Anatoly Vyborny.

“There is absolutely no need to shift the emphasis on the position of a person. Some offenses that entail criminal-legal consequences are committed intentionally … (…) And others – without definite intentions, as a result of an accident, “- said the deputy.

Vyborny stressed that often after the initiation of a criminal case can be acquitted in court. At the same time, the negative background remains and causes irreparable damage to the reputation – and it does not matter whether it is about a specific person or organization.

On November 23 in Tyumen, a drunken deputy head of the Investigative Department of the Investigative Committee of Russia in a BMW killed two road workers who cleaned the snow on the track. To carry out the work, they put up road signs and installed flashing lights. Despite severe damage to the car, the investigator survived – he was saved by an airbag. A criminal case has been opened into the incident.
