Small business attracted 350 billion rubles of financing in 2021

SME Corporation: in 2021 small businesses raised 350 billion rubles of financing more entrepreneurs than a year earlier. This is stated in the message of the Corporation. At the same time, the share of micro and small enterprises accounted for 82% of the provided state support.

A total of 9945 companies took advantage of guarantees and sureties totaling 180.7 billion rubles. This allowed them to attract 350.4 billion rubles of loan funds.

The portfolio of guarantees and sureties of the SME Corporation increased by 1.5 times and reached 220 billion rubles. This is the highest value since its inception in 2015. The increase in the portfolio was facilitated by a record growth in the issuance of concessional loans under the lending incentive program, the implementation of a new development strategy of the SME Corporation, which, among other things, provides for a transition from volumes to an increase in the number of recipients of state support, and the market recovery after covid restrictions at the beginning of the year.

During this year, the maximum guarantees issued by the SME Corporation under the lending incentive program were observed in June and July. Compared to the same indicators a year earlier, they increased four and five times, respectively.

“This year we have adopted a new development strategy for the Corporation. One of the key tasks is to increase the coverage of small businesses with support measures. We have set a goal that by 2025 every fifth entrepreneur will receive our financial and non-financial support measures, – said Alexander Isaevich, CEO of the SME Corporation. – Already this year we have used our capital to the maximum, increasing the number of guarantees and sureties that entrepreneurs have received. Particular emphasis was placed on micro and small businesses, which accounted for 82 percent of the total amount of guaranteed support provided. Additionally, a new support measure was launched in September – an umbrella mechanism for the provision of guarantees. ”

The largest volume of guarantees issued by the SME Corporation falls on industrial production – 41 percent. Small and medium-sized enterprises in agriculture, services and construction received 20, 14 and 12 percent of guarantees, respectively. The largest growth was noted in education (five times), ecology (three times), social sphere and health care (two times).

Small and medium-sized enterprises in all 85 Russian regions received guarantee support from the SME Corporation. In terms of their total number, Moscow is the leader – 851, Novosibirsk region – 468, St. Petersburg – 391, the Republic of Tatarstan – 344, Krasnodar Territory – 309, Sverdlovsk and Rostov regions – 302 and 290, respectively. The largest increase in SMEs – recipients of support was noted in the Ryazan region (3.8 times), the Komi Republic (2.8 times), the Pskov region (2.5 times), the Altai Republic (2.4 times) and Kemerovo region (2.3 times).

Recall that the Board of Directors of the SME Corporation under the leadership of First Deputy Prime Minister Andrei Belousov previously adopted a new development strategy until 2025. Its main principles envisage a shift from volumes to the number of recipients of support, an increase in the issuance of guarantees in the segments of micro and small enterprises, the priority of providing financial assistance by industry and territory.
