When Albania was part of the anti-NATO military bloc, this base was used by the Soviet Union. In 1958 with Soviet assistance in Albania was established a division of submarines. Three years later, in Vlora, has opened a naval Academy.

A complete rupture between the two countries occurred in December 1961. After entering the police forces in Czechoslovakia in 1968, Albania withdrew from the Warsaw Pact.

When the Communist regime in Albania collapsed, Turkey has rebuilt the military base of Pasha Liman, invested a lot of money. For it of the Turkish Navy have the right to use it.

On the base are still four submarines of project 613 was built in the USSR in 1950-ies. You can see them on satellite images.
In the Vlora Bay of the Adriatic sea periodically hold international military exercises.
