Work of Fund of assistance to reforming housing and communal services (housing Fund) as Institute of development, responsible for the resettlement of dilapidated housing, will once again be extended — today it was announced by Vice Prime Minister Vitaliy Mutko. Unresolved remains the issue of new terms of work of the Corporation: according to Kommersant, among the options — extension of three years in accordance with the budget cycle or six years of the national project “Housing”.
The Fund will be engaged in the resettlement of emergency housing on a permanent basis, said today the Deputy Prime Minister, Vitaly Mutko. According to him, the Fund will remain as a development institution as he planned to authorize within the framework of modernization and energy-efficiency.
The resettlement program of emergency housing (recognized as such until 2012), which provides for co-financing from the housing Fund, has been extended until the end of this year.
The total program budget in 2014 amounted to 576,7 billion rubles of which 297,1 billion rubles allocated by the state, and 282,1 billion rubles regions.
This time it was settled to 10.6 million sq. m of 11.2 million square meters (as of July 1, the program is executed for 98,6%). A new reason to return to this subject appeared in the development of the national project “Housing” (projected to 2024), which included a separate Federal project emergency Fund. During the preparation of the project Vitaly Mutko instructed the Ministry to study the possibility of extending the work of the Corporation (see “Kommersant” on July 12).
The bill on the permanent mechanism of the emergency Fund, reminded the Deputy Prime Minister, will be submitted to the state Duma in the autumn session, from January 1, he should earn. As explained “Kommersant” in the Ministry of construction, the new mechanism will be taken from the current resettlement programme.
The project involves an “advanced tool kit” for the region: the purchase of housing, exchange, grant acquisition, developing built-up areas and hired home.
“For example, the development of residential areas provides for the possibility of compensation of expenses of citizens for the hiring of housing at the time of construction or providing the citizens of maneuverable Fund, and subsidies to developers in exchange for the provision of housing for resettlement of citizens”, — told the Agency.
The number of sources (besides regional budgets and extrabudgetary funds) is retained Federal funding — it is proposed to allocate Fund of assistance to reforming housing and communal services.
The work in Ministry is to say not ready — they will be installed separately.
According to the source “b” familiar with the discussion, the main issue now is the timing of the renewal of the Fund’s operation or for three years, in accordance with the budget cycle, or six years of the project.
