The state Duma rejected the draft law equating cohabitation to the official marriage

MOSCOW, 26 Aug — RIA Novosti. The state Duma rejected a bill which proposed to equate the “actual marriage” to the official marriage.

The document was submitted to the lower house of Parliament in January. According to the explanatory Memorandum, the signs of a “de facto marital relationships” are maintaining a common household and living together for five years, and maintaining a common household, living together for two years and the presence of a common child.

In the project it was specified that such couples should apply to family and civil law.

The responsible state Duma Committee on family, women and children not previously supported this initiative.

In particular, it noted that “the upcoming five-year period of cohabitation” could be the cause of a breakup between a man and a woman.

In addition, in the Committee’s view, the bill does not meet the purpose stated in the explanatory Memorandum: the decision of problems of protection of motherhood and childhood, strengthening the social fabric of the society.

The Duma Committee on state construction and legislation is also recommended that the lower house reject the project. They found blurry suggested signs of “de facto relationship”. Also from the text of the draft is not clear who and at what moment will establish the existence of such a relationship.
