The state Duma supported the draft on blocking applications that violate copyright

MOSCOW, 10 Jul — RIA Novosti. The state Duma on Tuesday at the plenary session adopted in first reading a bill which proposes to block mobile apps that violate copyrights.

The bill proposes to amend the law “On information, information technologies and protection of information” specifying a list of content information resources that may be blocked for the distribution of pirated content.

So, the bill amends the provision, under which the provisions of articles of the Federal law supplemented by the term “the owner of the software application” and “application software”.

Under the latest “proposed to understand the program for electronic computers”, which without the corresponding permission of the copyright objects of copyright and (or) related rights extend to the Internet.

“The bill will eliminate any legal uncertainty and will allow right holders to more effectively exercise their right to limit the proliferation of the Internet of objects of copyright and (or) related rights, which are distributed without the corresponding permission”, — is spoken in the explanatory note to the document.

In turn, the head of the Duma Committee on information policy, information technologies and communications Leonid Levin, commenting on the initiative, and underlined its relevance and public favor.

According to him, now that gap is closed, and the capabilities of the Russian legislation on the protection of authors are given in full compliance with modern level of technology.

As emphasized by Levin, sequentially closing all the channels of distribution of pirated content, the state Duma first of all contributes to the creation of a material base for the work of local authors who have financial incentives to create new music, books, movies and TV shows.
