The government has demanded to stop the theft of gas

Debts for natural gas in the North Caucasus increased by 13 billion roubles.

The debt problem in the sphere of fuel and energy complex (FEC) in the North Caucasus needs coordinated actions of the heads of energy companies, regional leaders and law enforcement. It will also require personnel decisions and punish the guilty. This was announced during the meeting of the government Commission on the socio-economic development of the North Caucasian Federal district (NCFD) under the chairmanship of Dmitry Medvedev.

Last year in the North Caucasus was paid less than 85% of consumed gas, the total debt increased by 13 billion roubles.

Debts for electricity also increased by more than 3.5 billion rubles.

— Defaults are largely caused by the absence of proper metering of supplied energy and system of work with consumers. Gas and electric network in the Caucasus is heavily worn. And transportation losses are often written off everything that was actually just stolen as a result of unauthorized connections and frames, and using various schemes of tax evasion — said Dmitry Medvedev.

We are talking about deliberate bankruptcy of the enterprises of housing and Energosbyt, and inaccurate client bases, said the head of government.

— To reverse the situation requires the coordination of efforts of heads of regions, management of energy companies and law enforcement agencies. We have been doing for several previous years. I want to say again: the situation in something is changing, but changing is not enough. Need and staffing decisions, and, of course, punish the guilty, — said Dmitry Medvedev.

According to “Gazprom” on January 1, 2018 outstanding debt of the regions of the Caucasus (including of assignment debt between the company “Gazprom Mezhregiongaz Pyatigorsk” and the new “daughters” “Gazprom” earn in North Ossetia, Dagestan, Ingushetia, Adygea and Karachay-Cherkess Republic) constituted 26.9 billion rubles, and without factoring it — 85 billion rubles for the first quarter of 2018, the volume of overdue debt increased from 26.9 billion to 35.6 billion rubles.

In mid-may of 2018, “Gazprom” reported that in order to reduce gas losses in the North Caucasus Federal district, the company has been fighting with illegal connections to their networks, falsification of meter readings and use of uncertified gas equipment. The company noted that the first quarter of 2018, there was an improvement in payment discipline in four of the seven regions — Stavropol territory, Ingushetia, Karachay-Cherkessia and North Ossetia.
