Car owners are waiting for important changes

In the near future the Duma passes the draft law “On state registration of vehicles”, with the final version of which read “y”. The document, which was prepared in 2011 that will affect millions of Russian citizens. It introduces the possibility of registration of new cars from dealers without a visit to the state traffic Inspectorate. Traffic police will set the machines only combination of letters and numbers, but the relationship to the results of the offer will not have — this will deal with the accredited private firms. But the auctions for the purchase of “beautiful” numbers motorists to wait, apparently, is not worth it — the deputies decided from this idea to refuse, although earlier instruction on this subject was given by Vladimir Putin.

Yesterday the state Duma Committee on transport recommended that the Parliament adopt in the second reading the draft law “On state registration of vehicles”. The document was submitted to the Duma in 2011, the former Senator from Karelia Vladimir Fedorov (the former head of GAI of Russia), was adopted in the first reading in 2013 and has since been fine-tuned. As reported by “Kommersant”, in July 2017 amendments to the draft sent to the traffic police. The head of the parliamentary Committee on transport Evgeny Moskvichev yesterday called the document “endured.”

Tables of amendments which the Committee recommended, not yet published, but “b” was able to see them: the project has been significantly redesigned, but the overall concept continues.

The main innovation will affect buyers of new cars from authorized dealers: they will not have to go to traffic police to put the car on the account.

To provide a new service to a customer, the dealer will have to fulfill several conditions: it must be a contract with the producers (or representatives of the automobile) as well as room and state “qualified employees”. If all conditions are met, the company receives the status of “specialized organization” and into speciests. The employees of the dealership to check the registration data on the machine, provide the documents to the traffic police Department made room then, having received “good” from the unit, transmit the whole set of car keys to car owners. Registration of a car interior is a paid service, the limit price will establish the FAS.

Also of interest are the innovations on offer.

Introduces two new concepts: state registration number (combination of letters and numbers) and the state registration plates (metal plate, which is applied to the symbols).

STSI will only be assigned a room, and the signs themselves, the car owner will get yourself from the manufacturer. To the latter will be subject to special requirements (including for the protection of special products and equipment). All of these firms will include in a separate registry for them the FAS will also develop marginal rates. Most likely, the Ministry of internal Affairs after the adoption of the law will achieve substantial savings: now purchase license plate (via tenders) and their distribution among regions is a special purpose in the field of safety of traffic of the Ministry of interior, is spent annually hundreds of millions of rubles.

The average price of a license plate, according to the police, when you purchase is 400-500 rubles. depending on region and supplier.

However, according to the estimates of “Kommersant”, now the state receives an annual fee of approximately 4-5 billion rubles a year during the initial registration of cars, issuing room (2 thousand rubles for each car, 2-2. 5 million registrations per year). After the adoption of the budget law, these funds will not receive.

Interestingly, because the bill has disappeared any mention of the possibility for citizens to choose a “nice” combination of letters and numbers, despite the fact that the first version of the document such option was laid. Moreover, in 2010, Vladimir Putin in the status of the Prime Minister gave the order № 1310-R to develop a procedure for conducting auctions for the sale of attractive rooms and enter it after the adoption of the law on the registration of a vehicle. Mister Moskvichev, commenting on the “y” decision, said: “we do not want market relations”.

The new law seeks to close some legislative gaps. Now, for example, some car owners register your car on minors, and it cannot be brought to administrative responsibility (violation of the cameras) is prohibited by the administrative code. The bill says: “the owner of the vehicle” can not be under 16 years of age.

Part of the amendment is, at first glance technical in nature, but they are, nevertheless, important.

For cases when the car has rotted or rusted all the identification numbers on the back, the car will bear the “additional markings” (at whose expense — the law does not say) that the car could continue to operate. For the first time in the document there was a mention of electronic passports of vehicles: if the vehicle is on record with such a passport, the paper title are required.

The head of the Russian Association of automobile dealers Oleg Moseev called a “half-measure” provision of the bill, according to which only new cars could be registered in showrooms, and the sale of used cars on the system trade-in, this option will not. “But the logic is clear to me, after all, the new machine the whole story is, and in the case of a used car need to fully trust the dealer, he says. But over time, I think, such possibility will appear”. Mr Moseev also noticed that dealers are unlikely to use the new service to generate income: service prices will be low, or it will generally be free: “Here we are talking more about a way of maintaining customer loyalty, they are provided with full complex of services on the principle of “one window” — the car is bought on loan, here are insured and are issued by numbers”.

The consideration of the bill in the second reading is scheduled tentatively for July 17 (the third reading, usually technical), but the decision will be taken by the Council of the state Duma. Evgeny Moskvichev said yesterday that the document should take in the spring session. Appropriate amendments will also be made to the law “On police” and law on insurance. The bill will take effect in six months, but most likely it will happen in 2019: during this period, the Ministry of interior should prepare a set of bylaws. It is already clear that the bill will affect millions of Russian citizens: each year the division of traffic police spend 10-12 million different registration actions with cars.
