The government approved the introduction of electronic work books
MOSCOW, 2 Jun — RIA Novosti. The government of Russia at the meeting supported the idea of records of work of employees in electronic form, the press service of the Cabinet of Ministers.
The government agreed to take note of the report of the head of Ministry of labor Maxim Topilin. In addition, the Ministry of labor, Ministry of economic development, Ministry of Finance, the Ministry of communications with the participation of concerned government agencies and organizations until October 29 should make to the Cabinet a draft law providing for the formation and maintenance of the electronic employment record books, setting a transition period.
In addition, these departments and agencies should prepare a draft act of the government on amendments in the state program “Assistance of employment of the population”, providing for the outreach work among employees and employers on implementation of electronic employment record.
Also Ministry of labor of Russia, concerned Executive authorities, all-Russia associations of employers and the Russian Association of trade unions before October 1, should form approaches to define the stages and terms for electronic records management on personnel issues.
According to the list of decisions of the Ministry of communications, Ministry of industry and trade, the Ministry of labour, Rosarkhiv, together with other Executive authorities need to ensure that changes to the legislation on archives, including considering the introduction of electronic employment record, and electronic signature, with the use mainly of electronic component base of domestic production.
