Dmitry Mironov will not pardon the former mayor of Yaroslavl.

Governor of the Yaroslavl region Dmitry Mironov gave a negative opinion on a petition for pardon former mayor of Yaroslavl Eugene Urlashov, who was convicted for taking bribes. A month earlier, the regional Commission on pardons recommended commutation of the sentence the ex-official. The final decision on the petition for pardon of Eugene Urlashov will Russian President Vladimir Putin.

The decision on the application Yevgeny Urlashov Dmitry Mironov adopted may 18, told “Kommersant” press Secretary of the Governor Anastasia Kharitonova. On what basis did the Governor refused to pardon the former mayor, she said. At the end of April the regional Commission on pardon held a visiting session in penal colony № 2 Rybinsk, where he is serving the punishment of Mr. Urlashov. Members of the Commission for humanitarian reasons recommended to reduce the punishment to ex-mayor with 12 years and 6 months imprisonment to nine years.

The final decision on the issue of pardoning Eugene Urlashov should take the President of Russia Vladimir Putin. Ms. Kharitonova told “Kommersant” that the application of ex-mayor have been sent to the Kremlin.

Mr. Urlashov asked the President for clemency in March. Since his arrest and detention in July 2013 it has been almost five years. In Rybinsk the colony, the former mayor is serving a sentence since April of 2017, before that he was held first in Moscow and then to Yaroslavl detention centers.

Yevgeny Urlashov was convicted of bribery in August 2016. The former mayor was convicted of attempted bribery in especially large size and receiving a bribe in especially large size.
