The business acts for the division of responsibility for enforcement of US sanctions on the territory of the Russian Federation on criminal and administrative, said the rector of HSE Yaroslav Kuzminov following the meeting of the Council of the state Duma on the legislation where the bill was discussed.
“(The legislation) part related to administrative liability, not criminal. But this part was heavily criticized by experts. We proposed to eliminate the uncertainty associated with the regime of execution of sanctions,” — said Kuzmin.
He explained that representatives of business, in addition to the division of responsibility on criminal and administrative, offer does not apply to the recent actions of the Russian on the territory of the Russian Federation companies make when entering into transactions with foreign firms.
Element of such transactions is the issue of the sanctions, therefore, according to experts, at the conclusion of the company have no other choice but to adhere to restrictive measures.
The draft law provides for punishment of imprisonment for a term not exceeding four years or fines of up to 600 thousand rubles. The document also provides for punishment for the Russians, who contribute to the introduction of restrictive measures against Russia, in the form of deprivation of liberty for a term up to 3 years and fines up to 500 thousand rubles.
The state Duma on Thursday postponed consideration of the project on the punishment for the execution of sanctions of the West in Russia in the second reading for further consultations. On Monday, the Chairman of the state Duma Vyacheslav Volodin said that the MPs will continue work on the bill, having considered all proposals of the business and expert circles.
