MOSCOW, December 23. /TASS/. “United Russia” must honestly identify challenges facing RF problems and persistently to eliminate everything that hinders the development of the country. This was stated by Russian President Vladimir Putin, speaking at the Congress of “United Russia”.

Most importantly – we must honestly identify unresolved issues and aggressively to solve them, eliminating what hinders to go forward, to set ourselves even more ambitious goals and achieve results. He listed a number of achievements over the years of existence of the party. “Yes, we understand that probably could have done better, as always, when we undertake difficult tasks when you set ambitious goals. “Stability of [the political system] is not conservatism, not ossification, not frozen, zabronzovevshy, lagging behind the requirements of time design. If this is so, then everything can fall apart at any moment and to put the country under attack for destruction and disintegration, as it was in our recent history. We remember these historical lessons, and constantly develop the state and the political system, make it more flexible, able to adapt to rapid changes of the modern world and answer the needs of society, citizens and their growing desire to participate more actively in the life of the country — that’s what we should focus,” said the President of Russia.

Putin also said that the need to further expand democracy mechanisms in the Russian Federation, with respect with capable opposition.

“I am convinced that we need to continue to expand the mechanisms of direct democracy, to fully realise the vast potential of civic engagement, which is incorporated in our Constitution, to encourage competition, the competition of ideas, proposals and approaches to solving problems of development, with respect to a viable and responsible opposition”, — said Putin.

According to the President, to be this opposition means not only to argue with the authorities “or to accuse her of all mortal sins”. “We know about the problems faced by the country,” he said.

“To be responsible means to have a clear programme of affirmative action. Let me stress that I see a strong, responsible, free civil society key guarantee irreversible change, because of its structure work for the sake of creation, for the good of the people and the country, participate in solving complex social problems”, — said the President.
