OP the Russian Federation submitted an annual report on the state of civil society

MOSCOW, December 12 — RIA Novosti. 12 December 2017 at the Public chamber of the Russian Federation took place the presentation of the annual report on the state of civil society in the country in 2017.

“Unlike the previous, it is more compact, but, in my opinion, it is very meaningful in terms of emphasis on different areas of the problems of development of civil society. And social issues, and social control, charity, volunteering, the problems of housing, education, health”, — said the Chairman of the Commission on public control and cooperation with public councils Vladislav Grib.

One of the main themes in the report was enshrined in law in various categories of non-commercial organizations in Russia that should imply a different tax regime and different reporting requirements and transparency, as well as legislative distinction between commercial and non-commercial activities.

Today, small businesses and NGOs are in the market of social services, receive the same, relatively speaking, a contract from the municipal authorities or from the regional small business has benefits, and these NGOs no benefits.Alexander Tochnospalil Secretary of the Public chamber of the Russian Federation

In turn Vladislav Grib believes that without dividing NGOs into categories would be very difficult to develop the infrastructure of these organizations to provide them with financial assistance and to legislate their rights. According to him, in Russia there are also problems with regard to non-profit organizations.

“We need to clean up the accounting, to help NGOs, for which there are no administrative obstacles and barriers that currently exist in greater numbers than the small and medium business”, — he stressed.
