The Ministry of health has refused to negotiate a bill on the sale of alcohol via the Internet

The Ministry of health have not agreed on a bill to legalize the sale of alcohol via the Internet. On Monday, October 30, report “Izvestia” with reference to the opinion of Deputy Minister Dmitry Kostennikov.

The project was prepared by the Ministry of Finance. The document was to permit enforcement alcohol online from 1 January 2018.

Assessment of the Ministry of health when purchasing via the Internet, the seller may not be able to check the age of the customer. That is, concludes the Department, the Ministry of Finance did not provide mechanisms that would have closed access to such purchases for a minor.

In the opinion Kostennikov it is also noted that the project of the Ministry of Finance contrary to public policy for reducing alcohol consumption in the country.

Experts believe that the Finance Ministry will have to amend the bill so the sale of alcohol on the Internet is unlikely to start in January.

In the Finance Ministry, in turn, stressed that, according to the project, to verify the age of the buyer should the courier upon delivery. The Ministry of industry and trade also saw the difficulties associated with control over online stores. “We think it’s wrong to artificially inflate this problem”, — said the Agency, adding that “in Russia today there is significant unmet demand for the sale of alcohol in the remote way”.
