The state Department explained the delay on new sanctions against Russia

The state Department is working on compiling a list of Russians linked to intelligence or defense enterprises to upgrade sanctions against Moscow. This was at the briefing said the official representative of the American foreign Ministry Heather Nauert.

Answering a reporter’s question posed by Congress of the requirement until October 1 to present a list of objects for tougher sanctions, Nauert noted that the failure of the deadline associated with the “complexity of process”. The US imposed restrictive measures against Russia in 2014 and linking them with the annexation of Crimea, and then — with the situation in the South-East of Ukraine. The abolition of the restrictive measures, the West is linked to the implementation of the Moscow Minsk agreements.

Moscow has stated that it is not a party to the conflict in the Donbass, and the responsibility for the implementation of the agreements lies on Kiev. Moreover, Russia stressed that the accession of Crimea was fully consistent with international norms.
