The Ministry of economic development conducted a study about “everyday” corruption. Commissioned by the Department sociologists should identify the average size of bribes and the volume of the market of “everyday” corruption. Experts believe that such studies do not affect the real situation in the fight against corruption. The Agency also is interested in how citizens are satisfied with the work of state authorities and local self-government.

The economy Ministry announced two tenders for conducting sociological research. 20 million rubles. the Ministry is ready to allocate the Russian state social University (RSSU) to study how citizens satisfied with the quality of public and municipal services.

The Ministry cited the decree of President Vladimir Putin of 7 may 2012 according to which “by 2018, it is necessary to ensure achievement of satisfaction of citizens by quality of providing the state and municipal services at a level not less than 90%”.

The winner will have to poll citizens not less than 70 regions “using tablet computers.” Major sociological organizations to participate in the competition did not apply.

Nearly 7 million rubles, the Agency was ready to offer for the study of the theme “household” corruption and “effectiveness of anti-corruption measures”. Among the participants were Russian state social University, Institute of legislation and comparative law under the government and the Fund “Public opinion”. However, the winner was registered in Tyumen scientific-technical center “Perspektiva”, who offered the lowest price of 2 million rubles, the Winner must conduct a survey not less than 70 regions.

Sociologists have to determine “the degree of awareness of citizens about anti-corruption measures” and “evaluation of population impact of anti-corruption policy of the state”.

The research is conducted “to obtain a basis for the adoption of further legislative and administrative decisions”, stated in the documents for the purchase. It is expected that the contractor will also determine the value of the “risk of corruption”, the average size of bribes and the volume of the market of “everyday” corruption.

Similar studies of the Ministry of economy is conducting the 2010 presidential orders, the purchasing documents. Studies were also carried out in the framework of implementation of the National plan of counteraction of corruption.

In 2013, there were organized two study — studied as “household” and “business” corruption. As explained “Kommersant” the assistant Minister for economic development Elena laskina, “the results of the study sent to the government and the presidential administration for further consideration on the presidential Council for countering corruption”.

The head of the National anti-corruption Committee Kirill Kabanov believes that “such studies do not affect the real situation in the fight against corruption”. “I have been told that it is necessary to clearly define what corruption is (inside offices.— “Kommersant”), — says Kirill Kabanov.— While the President said that corruption is a threat to national security, the whole story does not affect the situation.”
